- From browsing the internet, to accessing social media, banking and shopping online, it is fair to say that our world has gone digital.
- Public expectations of how they interact with policing are changing. The public now expect the police to have a significant online presence, with a similar level of functionality and ease of use to other services they access on a daily basis.
- While many advances in technology offer huge benefits on how people communicate and transact, digital or ‘cyber’ crimes have also increased significantly in recent years. In addition, the volume of digital evidence will only continue to increase.
- Policing has to adapt and respond to this changing digital environment to ensure that it can relentlessly pursue criminals, protect the vulnerable and reduce crime, wherever that occurs.
The Policing Vision 2025 sets out how digital policing will:
- Make it easier for the police and public to communicate with each other
- Improve digital investigations and intelligence
- Transfer all information with the Criminal Justice System (CJS) digitally.
Digital Policing Portfolio (DPP)
To support the evolution of policing, enabling forces to respond and adapt to the increasingly digital world we live in.
The Digital Policing Portfolio is a national delivery organisation set up by the NPCC to deliver the ‘Digital Policing’ strand of the Policing Vision 2025. DPP’s purpose is to support forces to respond and adapt to the increasingly digital world we live in.
DPP are a policing-led organisation working on behalf of forces to improve policing. It is focused on developing nationally consistent digital services, standards and capabilities, in order to:
- Reduce the duplication of effort that would occur if all forces developed their own digital solutions
- Consolidate learning and share knowledge so that all forces benefit
- Reduce the ‘service lottery’ whilst enabling local tailoring and identity
The Portfolio brings digital expertise and programme delivery experience to support forces in implementing the digital solutions offered, understanding the implications on their operations and realising the benefits to policing.
- Policing led change, proactively shaping the response to new and changing demands
- Nationally consistent services and capabilities to reduce complexity
- Technology enabled not technology led
The Digital Policing Portfolio comprises of three programmes detailed below.
Digital Public Contact (DPC) – will provide a simple, well known and reliable digital contact service between the public and the police which ensures that the public are informed and digitally enabled, including:
- Helping to improve the police response and quality of victim support through online reporting and tracking
- Enabling the public to undertake financial transactions online such as firearms licensing or penalty fines
Digital Intelligence and Investigation (DII) – enabling policing to protect the public through preventing and detecting crime in a society that is becoming increasingly digital including:
- Improving the knowledge and skills of frontline officers and staff to address digital crime
- Ensuring that forces have the specialist capability to respond to cyber-crime
- Building and maintaining capabilities in the fast moving digital environment
Digital First (DF) – facilitating better working and information sharing between policing and its criminal justice partners including:
- Providing the ability for all case file information and evidence relevant to a criminal prosecution (including multimedia) to be digitally captured, stored and secured once in a chain of evidential integrity
- Offering accessibility, on demand, to all criminal justice partners
