The service the police provides to the community is critically reliant on the quality of its people. Into the 21st century, policing needs to be delivered by a professional workforce equipped with the skills and capabilities needed to tackle new and emerging crime types and maintain our relationship with the communities we serve.

By 2025 policing will be a profession with a more representative workforce that will align the right skills, powers and experience to meet challenging demands. To achieve these aims, effective leadership and management is critical.

The Policing Vision 2025 will create a culture that values difference and diversity and empowers individuals to maximise their contribution through continuous professional development to ensure the public receive the highest standard of policing.

The College of Policing is working with the Police Reform and Transformation Board to support the objectives of workforce reform strand, outlined in the Policing Vision 2025, including:

  • building a more diverse workforce
  • supporting the development of a ‘best practice’ evidence base for policing
  • effecting leadership and cultural change
  • developing consistent professional standards
  • commissioning research partnership programmes
  • supporting serving police staff through a national police welfare service pilot

The College of Policing’s ‘Workforce Transformation in the Police Service’, outlines the programmes, services, reforms and initiatives which support the delivery of the Policing Vision 2025.

In addition, local initiatives are being supported by the Police Transformation Fundthat are delivering the objectives of the workforce strand of the Policing Vision 2025, including:

  • National Police Welfare Service for police officers, being trialled by the College of Policing.
  • Trialling new recruitment and assessment centres and examining best practice approaches to attracting a diverse workforce through projects being run by the London Mayor’s Office for Policing and Crime and Suffolk.
