APCC Engage toolkit

This toolkit is designed to walk you through the Engage process, explaining what
happens, how you and your office can fulfil your responsibilities, how best to
engage with HMICFRS, examples of how your force can exit the process, and
details of help available

Summary

The APCC Engage Toolkit is designed to support PCCs (and equivalents) to better understand the HMICFRS Engage process, how to fulfil relevant statutory responsibilities, engagement with the Inspectorate, case studies and support available for PCCs via the APCC. 

Intended audience

The intended audience is PCCs and their offices. The toolkit will be particularly helpful for PCCs whose forces have been moved into the Engage stage of monitoring by HMICFRS.

The toolkit sets out the APCC’s offer of support to PCCs throughout the Engage process.  

The toolkit provides clarity and insights on the following key areas: 

  • Role of HMICFRS and stages of monitoring 
  • HMICFRS governance – Police Performance Oversight Group (PPOG) 
  • Engage process flowchart  
  • Role of the PCC in Engage and PPOG 
  • Case studies and the journey to exit Engage 
  • The APCC support offer 

Actionable points

The toolkit provides a high-level summary of the support available via the APCC. When a force is moved into Engage, the APCC performance portfolio leads will write to the relevant PCC to outline the support offer, outlined below. The support offer will be determined and led by local engagement and need.
