APCC Equality Framework for PCCs 2024-25
Overview
This framework helps APCC members meet their legal equality duties, aligning closely with the Equality Framework for Local Government developed by the Local Government Association. Rooted in the commitments of the APCC Strategic Plan, it provides a structured approach for PCCs to eliminate discrimination, advance equality of opportunity, and foster positive community relations.
Built upon the principles of the Equality Act 2010 and the Public Sector Equality Duty, this framework helps PCCs in:
- Eliminating unlawful discrimination
- Advancing equality of opportunity
- Fostering good community relations
The framework is structured to assist PCCs in evaluating their performance, ensuring compliance with their legal obligations, and enhancing their role in holding Chief Constables to account for diversity and equality matters.
Key areas
The framework is divided into four key areas:
- Understanding and Working with Your Communities – Guidance on data collection, community engagement, and fostering good relations.
- Leadership and Organisational Commitment – Steps for PCCs to demonstrate leadership, assess equality impact, and report on objectives.
- Responsive Services – Strategies for commissioning services that meet diverse needs and ensuring equitable service delivery.
- Diverse and Engaged Workforce – Best practices for workforce diversity, inclusive policies, and staff development.
Each section includes progressive levels—Developing, Achieving, and Advancing—allowing PCCs to track and enhance their equality practices over time.
2024-25 Updates
The latest iteration includes:
- New criteria on community scrutiny groups, aligning with Recommendation 8 from the Criminal Justice Alliance’s super-complaint on Stop and Search.
- Stronger guidelines on tackling discrimination, harassment, and AI bias in policing.
- Additional measures to improve ethnic diversity in policing and ensure victim services are inclusive and representative.
How to Use This Framework
This document serves as a self-assessment tool, helping PCCs evaluate current performance and identify improvements. It provides clear criteria at each level, offering a structured approach to enhancing equality efforts.
