APCC Guidance: Right care, right person and the national partnership agreement

This APCC guidance supports Police and Crime Commissioners to fulfil their statutory duties to hold their Chief Constables to account and to work in partnership to support delivery of the Right Care, Right Person (RCRP) approach and the National Partnership Agreement (NPA).  

Summary

RCRP has now rolled out across all force areas in England and Wales. The approach aims to provide people experiencing a mental health crisis with a more appropriate emergency service response. The NPA covers the mental health element of the RCRP approach.  

The guidance provides PCC-led case studies, and evidence-based recommendations to ensure RCRP continues to be rolled effectively, and in a way which places the individual experiencing a crisis at the centre of the process. In this guidance, as well as gathering key resource in one place, you will find evidence-based advice and recommendations on how:  

  • To monitor force activity to ensure RCRP is not a police-led exercise.  
  • To lead and engage in local partnership discussions to ensure RCRP is a multi-agency approach.  
  • The PCC’s Communication and Public Affairs Team can ensure the right messages are conveyed in the community.
