The APCC supports PCCs in their statutory responsibility of overseeing chief constables and  ensuring their forces are acting in a transparent, efficient, and responsive manner, motivated by the concerns and needs of the communities they serve.  

Holding chief constables to account

PCCs’ key responsibilities in this area are: 

  • Supporting the monitoring of police conduct to maintain fairness and high ethical standards 
  • Supporting the facilitation of complaints and misconduct cases against officers to ensure accountability 
  • Ensuring the chief constable delivers policing that aligns with the PCCs’ Police and Crime Plan and public expectations 

Public accountability and engagement  

PCCs’ key responsibilities in this area are: 

  • Acting as a bridge between the police and the public, gathering feedback across community groups and addressing concerns 
  • Holding public meetings, consultations and surveys to ensure transparency and responsiveness 
  • Ensuring that PCCs are kept abreast of good practice in relation to holding their chief constables to account and so improve trust and confidence in policing
