PCC Emily Spurrell was elected as Chair of the APCC in September 2024 and will serve for a two year period.
Emily is in her second term as Police and Crime Commission for Merseyside, having been first elected in May 2021 and re-elected in May 2024.
Prior to becoming PCC for Merseyside, Emily was Deputy Police and Crime Commissioner and served as a Liverpool City Councillor leading on Community Safety.
Donna was first elected as Police and Crime Commissioner for Hampshire and the Isle of Wight in May 2021, and was elected as a Vice Chair of the APCC in September 2024, having previously served as Chair from 2023-2024.
Donna was a Magistrate in Hampshire for sixteen years. This has helped her develop a strong background in criminal justice. When she was appointed by the Lord Chancellor in October 2005, she was the youngest member of the judiciary in England and Wales.
Clive was elected as Police and Crime Commissioner for Lancashire in 2024, having previously served in the role from 2012-2021.
Clive was elected as a Vice Chair of the APCC in September 2024.
Katy has served as the Police and Crime Commissioner for Sussex since 2012.
She is a graduate of Aberystwyth University and is married with two sons. She was a successful business woman before entering politics and retains a keen interest in innovative business start-ups including green technologies.
Katy was awarded an Officer of the British Empire (OBE) for public and political services in the Queen's Birthday Honours in June 2019.
Alison Lowe OBE is the Deputy Mayor for Policing and Crime (DMPC) in West Yorkshire.
Ms Lowe was formerly Chief Executive at Touchstone, a mental health and wellbeing charity based in West and South Yorkshire, she specialised in working with diverse communities.
In the New Year's Honours 2022, she was awarded an Officer of the British Empire (OBE) for services to mental health and wellbeing during COVID-19.
Emma Wools is in her first term as Police and Crime Commissioner (PCC) for South Wales, having been elected in May 2024.
She is the first female, black Police and Crime Commissioner to be elected in Wales. Prior to being elected, Emma was the Deputy Police and Crime Commissioner for seven years.
An award-winning leader, Emma has a wealth of skills and knowledge from working in prisons and probation, policing, and community safety.
Roger has served as Police, Fire and Crime Commissioner for Essex since 2016. Prior to this, Roger was a Cabinet Member for Essex County Council, and Deputy Leader of Brentwood Borough Council, until he stood down to focus on the PCC campaign. He has over thirty years experience as a leading financial analyst in the City, having run the European investment research divisions of major UK, European and US international banks.
Roger was the first PCC to take on joint governance of fire and rescue services in his area making him the country’s first PFCC (Police, Fire and Crime Commissioner).
Tijs serves as chair of the City of London’s Police Authority Board - responsible for holding the City of London Police to account in keeping the Square Mile the safest business district in the world, and as lead police service responsible for the fight against fraud, economic and cyber crime across the UK.
In addition, Tijs serves as vice chair of policy and resources - supporting representation and promotion of the financial and professional services sector in the City, the UK and globally.
