Tackling Race Disparity & Championing Equality & Diversity in Policing and Criminal Justice
The APCC’s work on race disparity and equality, diversity, and human rights (EDHR) is led by Alison Lowe OBE, the Deputy Mayor for Policing and Crime in West Yorkshire, and John Campion, the PCC the West Mercia.
A key function of our work in this area is to support our members in meeting their legal duties under the Equality Act; to this end, in December 2021 we published an Equality Framework for our members, which has been endorsed by the Equality and Human Rights Commission.
The APCC also provides our members with access to data to help inform their work locally, such as the Summary Disproportionality Tool produced by the Youth Justice Board
Alison and John have also brought a number of APCC Leads together in a Working Group to lead on and implement the APCC Action Plan on Race Disparity. They are also both active participants in the Programme Board of the NPCC and the College of Policing Race Action Plan.

"This is a positive step in advancing equality and promoting good relations between the police and communities at a time when it’s needed more than ever. The Framework has the potential to help Police and Crime Commissioners (PCCs), elected Mayors and their Deputies, and other police governance bodies to hold Chief Constables to account, and improve public trust that the police and wider criminal justice agencies are working to protect and serve all communities"
Jackie Killen, Director of Regulation, Equality and Human Rights Commission
